Penetrators, a surface-active agent for industrial or agricultural use
HSN 3402 90 30 (Penetrators) is not covered by a Bureau of Indian Standards Quality Control Order and carries no Partner Government Agency clearance requirement at the tariff-line level. Import follows the standard customs procedure: Importer-Exporter Code, bill of entry, commercial invoice, packing list. Other surface-active preparations under Chapter 34 — particularly formulated washing or cleaning preparations — may attract separate compliance depending on composition and end use.
Classification as a penetrator rather than a formulated cleaning preparation, detergent blend, or pesticide adjuvant is the principal importer risk: customs re-examination of composition or labelling can trigger re-classification to a sibling line under Chapter 34 or, where the product is an agrochemical carrier, under Chapter 38. Either re-classification carries retrospective compliance exposure, including detention pending resolution. Verify technical data sheets and product labelling against the customs tariff before shipment.
