HSN 3401 19 42 (Laundry soaps) is not covered by a Bureau of Indian Standards Quality Control Order and carries no Partner Government Agency clearance requirement at the tariff-line level. Import follows the standard customs procedure: Importer-Exporter Code (IEC), bill of entry, commercial invoice, packing list. Toilet soaps and medicated soaps within Chapter 34 occupy distinct tariff lines that may carry compliance; the intended end-use and formulation of the soap determines correct classification.
The absence of compliance at this tariff line does not extend to neighbouring soap classifications within Chapter 34: toilet soaps for personal care and soap-impregnated papers or nonwovens are separately classified and may attract distinct requirements. Re-classification on customs examination — whether to a toilet soap line or to a detergent-based washing preparation — triggers retrospective compliance, including detention pending the relevant licence or conformity assessment.
