Other beauty, make-up and skin care preparations
HSN 3304 99 90 covers residual beauty, make-up and skin-care preparations (other than medicaments) governed by the Central Drugs Standard Control Organisation (CDSCO) cosmetics registration regime under the Drugs and Cosmetics Act, 1940. A registration certificate for cosmetics, a certificate of analysis, and a batch release certificate must be uploaded in e-Sanchit before customs out-of-charge is granted.
- Registration certificate from CDSCO
- Certificate of analysis from manufacturer
- Batch release certificate from manufacturer
- 1Obtain a valid cosmetics registration certificate (document code 101dc2) from the Central Drugs Standard Control Organisation before the consignment is dispatched. Upload the registration certificate in e-Sanchit; the proper officer will verify its presence prior to granting out-of-charge.Drugs and Cosmetics Act, 1940 · document code 101dc2 (e-Sanchit)
- 2Upload the certificate of analysis (document code 0010dc), batch release certificate (document code 0030dc), and label of the consignment (document code 0110dc) in e-Sanchit at the time of filing the bill of entry. All four documents must be present before out-of-charge is cleared.CDSCO cosmetics import requirements · document codes 0010dc, 0030dc, 0110dc, 101dc2 (e-Sanchit)
The most frequent error on this residual tariff line is uploading only the registration certificate and overlooking the concurrent batch-level documents. The certificate of analysis (0010dc) and batch release certificate (0030dc) are independently mandatory for each shipment and must correspond to the specific batch being imported; a registration certificate valid for the product does not substitute for per-batch clearance documentation, and consignments with missing batch documents are detained at port pending upload.
