Face creams and skin care cosmetic preparations
HSN 3304 99 10 (Face creams) is subject to Central Drugs Standard Control Organisation (CDSCO) registration under the Drugs and Cosmetics Act, 1940, which governs the import of cosmetics into India. A valid registration certificate for cosmetics must be in place before the consignment arrives at the port of entry, and mandatory documents must be uploaded in e-Sanchit prior to customs out-of-charge.
- Registration certificate from CDSCO
- Batch release certificate from manufacturer
- Certificate of analysis from manufacturer
- 1Obtain a valid cosmetics registration certificate from the Central Drugs Standard Control Organisation before importing. Upload the registration certificate (document code 101dc2) in e-Sanchit at the bill of entry stage; the proper officer will verify its presence before granting out-of-charge.Drugs and Cosmetics Act, 1940 · e-Sanchit document code 101dc2
- 2Upload the certificate of analysis (document code 0010dc), batch release certificate (document code 0030dc), and consignment label (document code 0110dc) in e-Sanchit prior to filing the bill of entry. All four mandatory documents must be present for the consignment to be cleared without detention.e-Sanchit document codes 0010dc, 0030dc, 0110dc, 101dc2
The most common error on this tariff line is arriving at the port with a current CDSCO registration certificate but failing to upload all four mandatory e-Sanchit documents — particularly the batch release certificate (0030dc) and certificate of analysis (0010dc), which are often treated as supplementary rather than mandatory. A consignment where any one of the four required documents is absent will be detained pending upload, accruing demurrage and ground rent, even if the registration itself is valid and current.
