HSN 3105 59 00 (other mineral or chemical fertilisers containing two or three of the fertilising elements nitrogen, phosphorus and potassium) is governed by the Fertilizer (Control) Order, 1985 (FCO), administered by the Department of Agriculture and Farmers Welfare under the Ministry of Agriculture. Import of fertilisers not specifically listed under other sub-headings of Chapter 31 must conform to FCO registration and labelling requirements before customs out-of-charge.

The most common error on this tariff line is importing a mixed NPK formulation whose nutrient ratios or grade designation does not match the FCO-registered specification — even a minor variance in declared nutrient content constitutes a breach of the FCO and renders the consignment liable to detention or confiscation. Verify that the grade and specification on the invoice, labelling, and test certificate are identical to the registered FCO entry before shipment; retrospective amendment of the registration is not available at the port of import.
