Phosphatic mineral or chemical fertilisers, other types
HSN 3103 19 00 (Other phosphatic mineral or chemical fertilisers) is subject to import compliance under the Fertilizer (Control) Order, 1985, as amended from time to time. The tariff line covers phosphatic fertiliser formulations not elsewhere specified under heading 3103, and importers must satisfy the requirements of the Fertilizer (Control) Order before customs out-of-charge.
- Import compliance declaration from DGFT
- Fertilizer registration from Department of Agriculture
- 1Verify that the phosphatic fertiliser product to be imported meets the specifications and registration requirements prescribed under the Fertilizer (Control) Order, 1985, as amended. Non-conforming formulations are not permitted to be imported or sold in India.Fertilizer (Control) Order, 1985 (as amended)
- 2Ensure all required import documentation is uploaded in e-Sanchit at the bill of entry stage and that the consignment is cleared in accordance with the applicable ITC (HS) policy conditions for Chapter 31 fertilisers.Fertilizer (Control) Order, 1985 (as amended)
The most common error on this residual tariff line is assuming that because the product does not fall under a more specific 3103 sub-heading, no product-specification regime applies. The Fertilizer (Control) Order, 1985 applies to all fertiliser grades, and an imported phosphatic fertiliser whose composition does not match a registered grade faces detention and possible re-export or confiscation regardless of its classification under the residual heading.
