HSN 3101 00 99 (Other animal or vegetable fertilisers) is subject to Animal Quarantine and Certification Services (AQCS) clearance, with mandatory upload of a veterinary health certificate and laboratory certificate of analysis at the bill of entry stage. The Fertiliser (Control) Order, 1985 as amended also governs import of this product.

The most common error on this tariff line is presenting only the veterinary health certificate and assuming AQCS clearance is complete, while overlooking the independent requirement to upload the laboratory report or Certificate of Analysis under document code 001AQ1. Both documents must be uploaded in e-Sanchit before the proper officer will grant out-of-charge; a missing CoA results in consignment detention and demurrage even where the veterinary health certificate is current and compliant.
