HSN 3101 00 92 (Animal excreta) is subject to Animal Quarantine and Certification Services (AQCS) sanitary clearance under the ITC (HS) Restricted-import policy, with a Veterinary Health Certificate and Certificate of Analysis required at the bill of entry. The Directorate General of Foreign Trade (DGFT) administers the Restricted-import status under the ITC (HS) policy, and compliance with the Fertiliser (Control) Order, 1985 as amended applies as an additional regulatory overlay.

The most common error on this tariff line is treating the Certificate of Analysis as interchangeable with the Veterinary Health Certificate — each carries a distinct document code (001AQ1 and 853AQ1 respectively) and maps to a separate Annexure A slot in CBIC Circular 24/2022-Cus. A consignment uploaded with only one of the two documents will be held by AQCS pending the missing clearance, accruing demurrage and ground rent at the designated port.
