HSN 3101 00 10 (Guano) is subject to Animal Quarantine and Certification Services (AQCS) clearance under the Fertilizer (Control) Order, 1985, as amended. A Veterinary Health Certificate from the exporting country and a Laboratory Report or Certificate of Analysis must be uploaded in e-Sanchit before customs out-of-charge.

The most common error on this tariff line is submitting only the Certificate of Analysis and overlooking the separate Veterinary Health Certificate requirement — these are two independent AQCS document codes (853AQ1 and 001AQ1) with distinct issuing-authority obligations. Both must be uploaded in e-Sanchit before the bill of entry is assessed; a missing Veterinary Health Certificate will result in consignment detention regardless of whether the COA is current and in order. Compliance with the Fertilizer (Control) Order, 1985 as amended is a parallel obligation that must also be satisfied at the point of import.
