Veterinary medicinal preparations not elsewhere specified
HSN 3004 90 85 (Veterinary medicinal preparations, not for human use) is subject to Ministry of Health and Family Welfare (MOHFW) import licensing and registration controls under the Drugs and Cosmetics Act, 1940, including substance-specific prohibitions on chloramphenicol, nitrofuran formulations, and oxytocin. The Ministry of Environment, Forest and Climate Change (MEFCC) conditions apply for used or refurbished equipment imports, and the Directorate General of Foreign Trade (DGFT) administers the overarching ITC (HS) import policy.
- Import licence for drugs from MOHFW
- Registration certificate from MOHFW
- Batch release certificate from MOHFW
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Obtain a valid drug import licence and ensure the foreign-manufactured product carries a current registration certificate with DGCI/CDSCO before filing the bill of entry. Upload the Registration Certificate (Drugs) under document code 101dc1, the Import Licence for Drugs under document code 9111dc, the Certificate of Analysis (Drug) under document code 0010dc, the Batch Release Certificate under document code 0030dc, and the Label of Consignment under document code 0110dc in e-Sanchit prior to customs out-of-charge.Drugs and Cosmetics Act, 1940 · e-Sanchit document codes 101dc1, 9111dc, 0010dc, 0030dc, 0110dc
- 2Verify that the consignment does not contain chloramphenicol, its formulations, nitrofurans, or their formulations intended for use in any food-producing animal rearing system — such imports are prohibited with immediate effect. Import of oxytocin is also prohibited; the sole exception is oxytocin reference standards imported exclusively for test and analysis, which requires a test licence from DGCI/CDSCO.S.O. 1158(E) dated 12-03-2025 issued by MOHFW · S.O. 2357(E) dated 23-05-2022 · DGFT Notification 09/2015-2020 dated 23-05-2022
- 3For any consignment involving used or refurbished medical equipment components within this tariff line, comply with the conditions prescribed in the Office Memorandum issued by the Ministry of Environment, Forest and Climate Change dated 15-12-2023, which restricts import of high-end and high-value used/refurbished medical equipment other than critical care equipment.O.M. issued by MEFCC dated 15-12-2023
The most common error on this tariff line is failing to identify whether a specific active ingredient falls within one of the MOHFW prohibition orders before the purchase order is placed. S.O. 1158(E) dated 12 March 2025 prohibits chloramphenicol and nitrofuran formulations for food-producing animal use with immediate effect, meaning consignments already in transit at the time of the notification are equally subject to seizure at the bill-of-entry stage. The oxytocin carve-out for reference standards is narrow — it requires a DGCI/CDSCO test licence uploaded in e-Sanchit; a general import licence does not substitute.
