The oxytocin prohibition under S.O. 2357(E) is an absolute Prohibited-import classification — not a Restricted-import that can be licensed through routine DGFT channels. Importers who attempt to clear oxytocin under the standard CDSCO drug-import pathway without a DGCI/CDSCO test licence face confiscation and prosecution under the Drugs and Cosmetics Act; the test-and-analysis carve-out is narrow and the test licence must be current and specific to the consignment quantity at the time of filing.
