Mixed-constituent medicaments not in retail packings (other)
HSN 3003 39 00 covers multi-constituent medicaments mixed for therapeutic or prophylactic use, not put up in measured doses or retail packings, and import is governed by the Central Drugs Standard Control Organisation (CDSCO) under the Drugs and Cosmetics Act, 1940. An import licence for drugs and a registration certificate for the product must be in force and uploaded in e-Sanchit before out-of-charge. A certificate of analysis and a batch release certificate are additionally required at the bill-of-entry stage.

- 1Obtain and maintain a valid import licence for drugs (document code 9111dc) and a registration certificate for drugs (document code 101dc1) from CDSCO. Both documents must be uploaded in e-Sanchit before the bill of entry is filed; the proper officer will verify these uploads prior to granting out-of-charge.Drugs and Cosmetics Act, 1940 · e-Sanchit document codes 9111dc and 101dc1
- 2Upload the certificate of analysis for the drug (document code 0010dc), the batch release certificate (document code 0030dc), and the label of the consignment (document code 0110dc) in e-Sanchit. All five mandatory documents must be present and verified before out-of-charge is granted.e-Sanchit document codes 0010dc, 0030dc, and 0110dc
The most common error on this tariff line is treating the import licence (9111dc) as the sole CDSCO requirement and arriving at port without a current batch release certificate (0030dc) or a product-specific registration certificate (101dc1). Each of the five mandatory documents carries an independent upload obligation in e-Sanchit; a single missing document prevents out-of-charge and triggers detention and accruing demurrage, with no provision for post-arrival regularisation of an absent CDSCO clearance.
