HSN 3002 90 90 (residual biological preparations under heading 3002) is subject to Animal Quarantine and Certification Services (AQCS) veterinary health-certificate and laboratory-report requirements under CBIC Circular 24/2022-Cus dated 28-11-2022, alongside Wildlife Crime Control Bureau (WCCB) CITES-permit obligations where the biological material is derived from listed species. Import of Category 1A Chemical Weapons Convention chemicals (saxitoxin or ricin) falling within this tariff line is Restricted under the ITC (HS) policy and requires prior permission from the National Authority, Chemical Weapons Convention, under Section 15 of the Chemical Weapons Convention Act, 2000.

- 1Upload the veterinary health certificate issued by the competent authority of the exporting country (document code 853AQ1) and the laboratory report or Certificate of Analysis (document code 001AQ1) in e-Sanchit before filing the bill of entry. These documents are mandatory for CTIs listed in Annexure A of CBIC Circular 24/2022-Cus.CBIC Circular 24/2022-Cus dated 28-11-2022 (Annexure A, Sl. No. 1 and Sl. No. 2)
- 2Where the biological material is derived from a CITES-listed species, obtain the CITES certificate before importation and upload it in e-Sanchit under document code 626000. - 3If the consignment contains or may contain saxitoxin or ricin (Category 1A Schedule 1 CWC chemicals), obtain prior written permission from the National Authority, Chemical Weapons Convention, under Section 15 of the Chemical Weapons Convention Act, 2000. The most common error on this residual tariff line is treating the drug-registration document set (101dc1, 9111dc, 0030dc, 0010dc) as the complete clearance package and overlooking the independent AQCS veterinary-health-certificate and COA overlay (853AQ1, 001AQ1), which applies to animal-derived biological materials and is verified separately at the bill of entry. A consignment cleared on drug-registration documents alone, without the AQCS uploads, will be detained for out-of-charge refusal even where the FSSAI and drug-registration paperwork is in order.
