- 3Where the consignment contains Category 1A Chemical Weapons Convention substances — specifically saxitoxin or ricin — obtain prior permission from the National Authority, Chemical Weapons Convention, under Section 15 of the Chemical Weapons Convention Act, 2000. The most common error on this tariff line is treating the drug-registration and import-licence documents (101dc1 and 9111dc) as the complete documentation set and overlooking the parallel AQCS veterinary health and COA requirements (853AQ1 and 001AQ1), which are independently mandatory. Consignments cleared for drug-regulatory purposes are still detained at the bill-of-entry stage if AQCS documents are absent from e-Sanchit. Additionally, where a source species is CITES-listed, absence of the CITES certificate (626000) exposes the consignment to seizure and WCCB enforcement regardless of drug-compliance status.
