HSN 3001 20 90 (Other extracts of glands or other organs or of their secretions) is subject to Animal Quarantine and Certification Services (AQCS) veterinary health-certificate and laboratory-analysis clearance under the ITC (HS) import policy. Wildlife Crime Control Bureau (WCCB) oversight applies where the source material falls under the Wild Life (Protection) Act, 1972 and CITES, and a drug import licence, registration certificate, and batch-release certificate are mandatory CDSCO-linked documents uploaded in e-Sanchit before out-of-charge.
- Veterinary Health Certificate from AQCS
- Import Licence for drugs from CDSCO
- CITES certificate from WCCB
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Upload the veterinary health certificate issued by the competent authority of the exporting country (document code 853AQ1) and the laboratory report or Certificate of Analysis (document code 001AQ1) in e-Sanchit before filing the bill of entry. Both documents are required under CBIC Circular 24/2022-Cus dated 28-11-2022 for the CTIs listed in Annexure A, Sl. No. 1 and Sl. No. 2 respectively.CBIC Circular 24/2022-Cus dated 28-11-2022 · Annexure A, Sl. No. 1 and Sl. No. 2
- 2Ensure the full set of drug-related documents is uploaded in e-Sanchit: Certificate of Analysis for drugs (0010dc), Batch Release Certificate (0030dc), Label of Consignment (0110dc), Registration Certificate for drugs (101dc1), and Import Licence for drugs (9111dc). Out-of-charge will not be granted until all document codes are verified by the proper officer.ITC (HS) import policy · CCR mandatory-document list for HSN 3001 20 90
- 3Where the extract is derived from a species listed under the Wild Life (Protection) Act, 1972 or a CITES Appendix, obtain and upload the CITES certificate (document code 626000) from WCCB before shipment departs the exporting country. Import without a valid CITES certificate constitutes a violation of the Wild Life (Protection) Act, 1972, attracting confiscation and criminal prosecution.ITC (HS) import policy — Wild Life (Protection) Act, 1972 as amended; CITES
The most common error on this tariff line is treating the drug-registration and batch-release documentation as sufficient clearance while overlooking the independent AQCS veterinary-health and WCCB CITES streams. AQCS clearance (853AQ1 and 001AQ1) is a parallel requirement anchored in CBIC Circular 24/2022-Cus and is not waived by a current drug import licence; a consignment presenting complete drug documents but missing the AQCS or CITES certificate will be detained at the designated port until all outstanding document codes are uploaded and verified in e-Sanchit.
