Liver extracts, dry
Dry liver extracts for organo-therapeutic use
HSN 3001 20 20 (Liver extracts, dry) is subject to Animal Quarantine and Certification Services (AQCS) veterinary health certification and clearance under the applicable animal-quarantine framework, with Wildlife Crime Control Bureau (WCCB) control under the Wild Life (Protection) Act, 1972 as amended and the Convention on International Trade in Endangered Species (CITES) applying as a concurrent overlay. The Directorate General of Foreign Trade (DGFT) administers the ITC (HS) import policy condition requiring compliance with wildlife-protection requirements. A drug-registration regime under CDSCO-linked documentation is also mandated at the bill-of-entry stage.

- 1Obtain and upload in e-Sanchit the veterinary health certificate issued by the competent authority of the exporting country (document code 853AQ1) and the laboratory report or Certificate of Analysis (document code 001AQ1) as required under Circular 24/2022-Cus dated 28-11-2022. Both documents must be uploaded before out-of-charge.CBIC Circular 24/2022-Cus dated 28-11-2022, Annexure A, Sl. No. 1 and Sl. No. 2
- 2Upload in e-Sanchit all mandatory drug-clearance documents before the bill of entry is given out-of-charge: Certificate of Analysis for drugs (0010dc), Batch Release Certificate (0030dc), Label of Consignment (0110dc), Registration Certificate for drugs (101dc1), Health Certificate (6360AQ), and Import Licence for drugs (9111dc).CCR mandatory-document list · CBIC e-Sanchit document codes 0010dc, 0030dc, 0110dc, 101dc1, 6360AQ, 9111dc
- 3Verify that the source animal species is not listed under CITES or the Wild Life (Protection) Act, 1972, or obtain the required WCCB/CITES permit where the species is scheduled. The ITC (HS) import policy for this tariff line is subject to the Wild Life (Protection) Act, 1972 as amended and CITES restrictions.ITC (HS) import policy condition · Wild Life (Protection) Act, 1972 as amended · CITES
The most common error on this tariff line is treating the drug-documentation set as exhaustive while overlooking the independent WCCB/CITES requirement: even where all six e-Sanchit drug-licence documents are current and correctly uploaded, a consignment derived from a CITES-listed species without the corresponding WCCB permit is liable to seizure and confiscation under the Wild Life (Protection) Act, 1972 irrespective of the pharmaceutical clearance. Confirm the species source against the CITES Appendices before placing the purchase order, not at the port.
