The most common error on this tariff line is treating the PESO licence as the sole compliance gate and overlooking the independent DGFT Restricted-import licence requirement for biofuels. Both licences must be in place before the bill of entry is filed; a consignment cleared under a PESO licence alone remains an unauthorised import of a Restricted commodity. Additionally, misdeclaration of the product as low aromatic white spirit or hydrocarbon solvent to circumvent the restricted-import regime has been flagged in DRI Alert Circular 02/2020-CI dated 23-04-2020 and attracts seizure and prosecution.
