Automotive gear oil conforming to IS 1118
HSN 2710 19 74 (Automotive gear oil conforming to standard IS 1118) is subject to Petroleum and Explosives Safety Organisation (PESO) licensing under the Petroleum Rules, 2002, administered by the Chief Controller of Explosives. Import is restricted to approved ports declared as customs ports by the Commissioner of Customs in consultation with the Chief Controller, and container specifications must conform to Rules 4, 5 and 6 of the Petroleum Rules, 2002.

Customs officers are specifically alerted to the misdeclaration of petroleum products — including automotive gear oils — as low aromatic white spirit, hydrocarbon solvents or Industrial Mixture Composition Plus (IMCP): refer DRI Alert Circular 02/2020-CI dated 23-04-2020. A consignment that arrives under a misclassified product description, even one that otherwise holds a valid PESO licence, is liable to seizure and prosecution for mis-declaration under the Customs Act, 1962, independent of the Petroleum Rules contravention.
