Residual oil
Residual petroleum oils, lubricating greases (automotive, calcium base, calcium complex greases)
HSN 2710 19 69 (Residual oil) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 506:2019 (automotive and general-purpose grease), IS 9917:1993 (calcium base heat-stable grease), and IS 9136:1993 (calcium complex grease) is mandatory under the ISI Mark Scheme, as applicable to the specific product. Petroleum and Explosives Safety Organisation licensing for import, transport, and storage applies as a separate regulatory overlay under the Petroleum Rules, 2002.
- 1Identify the specific grease type being imported — automotive or general-purpose (IS 506:2019), calcium base heat-stable (IS 9917:1993), or calcium complex (IS 9136:1993) — and verify the foreign manufacturer holds a current BIS CM/L licence against the applicable standard on the BIS online register before placing the purchase order.IS 506:2019; IS 9917:1993; IS 9136:1993 · Note 2 of General Notes Regarding Import Policy · ISI Mark Scheme, Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 2Ensure every batch of imported grease bears the ISI mark and the supplier's CM/L number traceable to the licensed manufacturing facility. Marking must appear on the product container, not on outer packaging alone.BIS (Conformity Assessment) Regulations, 2018 · Scheme-I marking requirements
- 3Obtain a licence from the Chief Controller of Explosives, Petroleum and Explosive Safety Organisation (PESO), Nagpur before importing, transporting, or storing petroleum products classified as Class A, B, or C. Container specifications must comply with Rules 4, 5, and 6 of the Petroleum Rules, 2002.Petroleum Rules, 2002 · Rules 4, 5 and 6 (container specifications) · PESO licensing requirement
- 4Import petroleum products only through ports and places approved by the Ministry of Shipping in consultation with the Chief Controller and declared as customs ports by the Commissioner of Customs. Arrival at an unapproved port triggers consignment detention.Petroleum Rules, 2002 · approved-port requirement for sea and land imports
- 5Quote the supplier's BIS CM/L number and the PESO licence number on the bill of entry. Be alert to misdeclaration risk: kerosene and other petroleum products are known to be falsely declared as low aromatic white spirit, hydrocarbon solvents, or Industrial Mixture Composition Plus (IMPS).DRI Alert Circular 02/2020-CI dated 23-04-2020 · BIS Act, 2016 · Customs Act, 1962
The single most common error on this tariff line is importing a product that straddles two or three IS standards — automotive grease, calcium base heat-stable grease, or calcium complex grease — without verifying that the supplier's CM/L licence is specifically scoped to the IS standard governing the product variant being shipped. A CM/L against IS 506:2019 does not authorise supply of calcium complex grease covered by IS 9136:1993; a specification mismatch between the import documentation and the licensed standard causes consignment detention even where the supplier holds a valid CM/L for a different grease type.
