The most common error on this tariff line is conflating the PESO licence with fulfilment of the ITC (HS) policy condition: the two are independent obligations. A current PESO licence does not discharge the actual-user condition attached to flying-club imports under amended policy condition (5) of Chapter 27, and a consignment that satisfies the PESO licensing requirement but lacks documentation of actual-user compliance remains liable to detention and DGFT-policy enforcement at the port of clearance.
