Compliance steps
  1. 1
Register on the Coal Import Monitoring System portal before shipping. CIMS registration has been mandatory from 1 April 2021; online registration was opened from 15 February 2021. A consignment arriving without a valid CIMS registration number is in breach of policy condition no. 7 of Chapter 27.

  2. 2
Confirm continued compliance with policy condition no. 7 of Chapter 27 as amended from time to time. Refer to DGFT Notification 34/23 dated 04-10-2023 for the latest amendment; the condition text supersedes any earlier version and must be verified at each import cycle.

A word of counsel

The most common error on this tariff line is treating CIMS as a one-time formality rather than a pre-shipment step. CIMS registration must be in place before the bill of lading is issued — not at the port of discharge — because customs out-of-charge requires the CIMS registration number at the bill of entry stage. Policy condition no. 7 is amended periodically; importers who rely on an older version of the condition without checking DGFT Notification 34/23 risk non-compliance on amended parameters.

Frequently asked
Does HSN 2701 19 90 require BIS certification?
No. This tariff line is not covered by any BIS Quality Control Order. Import of residual coal grades under HSN 2701 19 90 is governed solely by compulsory CIMS registration under DGFT policy condition no. 7 of Chapter 27, as last amended by DGFT Notification 34/23 dated 04-10-2023.
When did CIMS registration become mandatory, and how is it obtained?
CIMS registration has been mandatory from 1 April 2021; the online portal was opened on 15 February 2021 per DGFT Notification 56/15-20 dated 28-01-2021. Registration is obtained through the DGFT portal before shipment of the consignment.
Is import of this coal grade restricted or free under the ITC (HS) policy?
Import is Free under the ITC (HS) policy, subject to the compulsory CIMS registration condition. The Free status does not exempt the importer from CIMS compliance; failure to register prior to import attracts detention and policy-condition enforcement.
