Other coal (non-coking, residual coal grades)
HSN 2701 19 90 (Other coal) is subject to compulsory registration under the Coal Import Monitoring System (CIMS), administered by the Directorate General of Foreign Trade (DGFT), operative from 1 April 2021 under policy condition no. 7 of Chapter 27. Import is otherwise Free under the ITC (HS) policy, provided CIMS registration is obtained prior to filing the bill of entry.

The most common error on this tariff line is treating CIMS as a one-time formality rather than a pre-shipment step. CIMS registration must be in place before the bill of lading is issued — not at the port of discharge — because customs out-of-charge requires the CIMS registration number at the bill of entry stage. Policy condition no. 7 is amended periodically; importers who rely on an older version of the condition without checking DGFT Notification 34/23 risk non-compliance on amended parameters.
