The most common error on this tariff line is treating compliance with the DGFT Restricted-import authorisation as exhaustive and overlooking the independent Hazardous Waste Rules overlay. Rules 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 impose transboundary-movement conditions that must be satisfied prior to shipment; a valid DGFT authorisation does not cure a Hazardous Waste Rules deficiency, and customs out-of-charge can be withheld on either ground independently.
