The most common error on this tariff line is treating the DGFT Restricted-import authorisation as the sole compliance requirement and overlooking the Hazardous Waste Rules overlay. Rules 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 impose independent procedural requirements for transboundary movement that must be satisfied before shipment; a consignment that clears DGFT scrutiny but fails the Hazardous Waste Rules examination at the port of entry is still liable to detention and re-export.
