The absence of compliance at this tariff line does not extend to downstream zinc products: refined zinc, zinc oxide, and zinc alloys are classified in Chapter 79 and Chapter 28 respectively, and may attract BIS or other agency requirements on their own tariff lines. Re-classification by customs — for instance, if a consignment is assessed as a processed zinc compound rather than a raw ore or concentrate — triggers retrospective compliance, including detention pending the relevant clearance.
