HSN 2523 10 00 (cement clinkers) is not covered by a Bureau of Indian Standards Quality Control Order and carries no Partner Government Agency clearance requirement at the tariff-line level. Import follows the standard customs procedure: Importer-Exporter Code (IEC), bill of entry, commercial invoice, packing list. Finished hydraulic cements — Portland, aluminous, slag, and supersulphate — classified elsewhere under heading 2523 may carry distinct compliance obligations, making accurate classification the principal importer risk.
Cement clinkers are the unground intermediate product; customs officers occasionally re-classify consignments as finished cement where the clinker has been partially ground or blended, which can trigger retrospective compliance and detention pending the relevant certificate. The heading 2523 family includes multiple finished-cement tariff lines that are subject to BIS Quality Control Orders, so the distinction between clinker and finished cement must be supported by technical documentation — mill certificates, grinding-stage records, or laboratory analysis.
