Other clays, residual grades (non-expanded, calcined or raw)
HSN 2508 40 90 (Other clays, residual grades) is subject to a Plant Quarantine and Inspection Service (PQIS) import permit requirement at the bill-of-entry stage, with document code 911PQ1 mandated for upload in e-Sanchit before out-of-charge. No additional sectoral PGA licence applies, and the ITC (HS) import policy does not restrict this tariff line beyond the PQIS phytosanitary overlay.
- Import permit from PQIS
- Phytosanitary Certificate from exporting country
- e-Sanchit upload confirmation from CBIC
- 1Obtain the PQIS import permit (document code 911PQ1) before shipment and upload it in e-Sanchit at the time of filing the bill of entry. The proper officer will verify the 911PQ1 upload before granting out-of-charge; consignments without this document on record will be detained.CCR mandatory-document requirement · document code 911PQ1 · e-Sanchit upload protocol
- 2Ensure the exporting-country authority issues a Phytosanitary Certificate accompanying the consignment, consistent with the PQIS import-permit conditions. The permit and certificate together form the phytosanitary clearance package verified at the designated port of entry.PQIS import permit conditions · CCR PGA-facilitated-bill verification protocol
The most common error on this tariff line is assuming that a mineral commodity with no active DGFT restriction requires no PGA clearance at all. The PQIS import permit (911PQ1) is a hard stop at out-of-charge regardless of the ITC (HS) policy status; bills that have not been routed through PQIS for NOC are subject to proper-officer verification, and a missing 911PQ1 upload results in detention and accumulating demurrage until the document is regularised.
