Fire clay, plastic grade
HSN 2508 30 30 (plastic fire clay — a high-plasticity refractory clay classified within the fire clay subheading) is not covered by a Bureau of Indian Standards Quality Control Order and carries no Partner Government Agency clearance requirement at the tariff-line level. Import follows the standard customs procedure: Importer-Exporter Code, bill of entry, commercial invoice, packing list. Other clays within Chapter 25 — including fuller's earth, kaolin, and calcined fire clay products — may be classified under sibling tariff lines that carry distinct compliance requirements.
The critical risk for plastic fire clay imports is misclassification: customs may re-examine whether the material is correctly distinguished from kaolin or other refined refractory clays, which occupy separate tariff lines within Chapter 25. Where the clay is calcined or processed for a specific industrial end-use, classification may shift to a line attracting compliance. Detention pending re-classification and retrospective duty recovery are the principal consequences of an incorrect tariff declaration.
