The most common error on this tariff line is assuming that the Free ITC (HS) policy status eliminates all pre-clearance obligations. The Free status means no DGFT import licence is required, but the Plant Quarantine Order, 2003 operates independently: a consignment arriving without both the PPQS Import Permit (911PQ1) and the Phytosanitary Certificate (851000) uploaded in e-Sanchit will be detained at port, attracting demurrage and ground rent until the deficiency is remedied or the consignment is re-exported.
