Liqueurs and cordials for import into India
HSN 2208 70 91 (Liqueurs) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence under the Food Safety and Standards Act, 2006, with consignments admitted only through designated food-import ports per General Note 4(D) of Schedule I of the ITC (HS) 2022. State-government compliance requirements under General Note 12 of the ITC (HS) Schedule apply as a concurrent mandatory overlay administered by respective state authorities. The most common error on this tariff line is treating the FSSAI Import Licence as the sole clearance gate and overlooking the state-government compliance layer under General Note 12. A consignment may hold a valid FSSAI licence and clear the designated food-import port, yet remain liable to detention or confiscation if the destination-state's excise or import conditions are not satisfied before the goods are released into trade. Verify state-specific excise import permissions before the purchase order is placed, not at the port.
