Vermouth and other flavoured wines of fresh grapes
HSN 2205 90 00 (other vermouth and wine of fresh grapes flavoured with plants or aromatic substances) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and labelling compliance under the Food Safety and Standards Act, 2006, and its associated Import Regulations and Labelling and Display Regulations, 2020. Consignments must enter through designated food-import ports under General Note 4(D) of Schedule I of the ITC (HS) 2022, and the Directorate General of Foreign Trade (DGFT) administers an ITC (HS) Restricted-import overlay for alcoholic beverages under General Note 12, which requires compliance with applicable State government requirements.

The single most common error on this tariff line is treating the FSSAI Import Licence as the complete clearance package and overlooking the State government compliance obligation imposed by General Note 12 of the ITC (HS) Schedule. Each State in which the consignee holds stock or sells the product may impose its own excise, labelling, or permit requirement, and a customs out-of-charge does not discharge those obligations; non-compliance at the State level can result in seizure of the consignment post-clearance. Separately, the FSSAI NOC validity extensions for alcoholic beverages bottled in origin and in bulk are issued periodically — verify currency against CBIC Instruction 19/2025-Cus before filing.
