The most common error on this tariff line is treating the FSSAI Import Licence as the sole clearance and overlooking the state-government compliance layer under General Note 12. Each destination state may impose its own import permit, excise-department NOC, or labelling requirement for alcoholic beverages, and failure to satisfy state-level conditions can result in consignment detention at the bonded warehouse even after customs out-of-charge is granted. The NOC validity-extension regime for alcoholic beverages bottled in origin — recently modified by CBIC Instruction 19/2025-Cus — must also be confirmed before vessel departure, not at the port.
