Non alcoholic beer
Non-alcoholic beer, dealcoholised beer beverage
HSN 2202 91 00 (Non-alcoholic beer) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and label-compliance requirements under the Food Safety and Standards Act, 2006, including the FSS (Import) Regulations, 2017 and FSS (Labelling and Display) Regulations, 2020. The Directorate General of Foreign Trade (DGFT) ITC (HS) policy restricts import entry points under General Note 4(D) of Schedule I of the ITC (HS) 2022, with an additional Bangladesh-origin port restriction operative under DGFT Notification 7/2025-26.
- Import Licence from FSSAI
- Specimen copy of label from FSSAI
- Port-compliance declaration from DGFT
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain the FSSAI Import Licence (document code 911001) and ensure a specimen copy of the label (document code 0110FS) is uploaded in e-Sanchit before filing the bill of entry. The customs proper officer will verify both documents are present in e-Sanchit before granting out-of-charge.CBIC Instruction 10/2022-Customs dated 28-06-2022 · FSSAI document codes 911001 and 0110FS
- 2Confirm all labelling complies with FSS (Labelling and Display) Regulations, 2020, including per-serve percentage contribution to recommended dietary allowance and date of expiry. Rectifiable labelling deficiencies — including per-serve RDA data and expiry date added by the manufacturer — may be corrected at the customs bonded warehouse by affixing a single non-detachable sticker next to the principal display panel, without altering the original label.CBIC Instruction 09/2023-Cus dated 07-03-2023 · FSSAI order dated 18-11-2022 under F.No.Import/TFM/apex/2022-FSSAI · CBIC Instruction 10/2022-Customs dated 28-06-2022
- 3Route the consignment only through designated food-import entry points under General Note 4(D) of Schedule I of the ITC (HS) 2022. If the consignment originates from Bangladesh, verify applicability of the port restrictions introduced under Para 19 of the General Notes by DGFT Notification 7/2025-26 dated 17-05-2025, and confirm whether any exemption under Para 2 or 3 of that notification applies.General Note 4(D) of Schedule I, ITC (HS) 2022 · DGFT Notification 7/2025-26 dated 17-05-2025
The most common error on this tariff line is treating a valid FSSAI Import Licence as sufficient for out-of-charge without ensuring the specimen label upload in e-Sanchit also reflects full FSS (Labelling and Display) Regulations, 2020 compliance. A label deficiency that is non-rectifiable — such as one altered by a party other than the manufacturer — cannot be remedied at the bonded warehouse and will result in consignment detention or re-export. For Bangladesh-origin shipments, the Para 19 port restriction under DGFT Notification 7/2025-26 must be checked before vessel departure, as diversion after arrival attracts Restricted-import enforcement.
