HSN 2106 90 99 (Other food preparations) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and, where the preparation contains animal-origin ingredients, Animal Quarantine and Certification Services (AQCS) veterinary clearance under the Food Safety and Standards Act, 2006. Consignments classified as high-risk food products are permitted only through 79 designated ports, and a China-origin prohibition applies to milk-containing food preparations pending laboratory upgradation.

- 2Where the food preparation contains animal-origin ingredients listed in Annexure A of CBIC Circular 24/2022-Cus, upload the Veterinary Health Certificate (document code 853AQ1) and the Laboratory Report or Certificate of Analysis (document code 001AQ1) issued by the exporting country in e-Sanchit. - 3Route the consignment exclusively through one of the 79 designated food-import ports under General Note 4(D) of Schedule I of the ITC (HS) 2022. The residual nature of HSN 2106 90 99 means a single consignment can simultaneously trigger FSSAI foreign-manufacturer registration, AQCS veterinary clearance, and the China-origin milk prohibition — each operating independently. Importers who confirm FSSAI licence compliance but overlook the animal-origin AQCS overlay face consignment detention at the designated port; and importers of flavoured or filled confectionery products containing any milk solids sourced from China face outright prohibition under DGFT Notification 01/2015-20 regardless of the FSSAI licence status.
