Roasted chicory and other roasted coffee substitutes, extracts, concentrates
HSN 2101 30 90 (Other roasted chicory and roasted coffee substitutes, and their extracts, essences and concentrates) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and labelling compliance under the Food Safety and Standards Act, 2006 and the FSS (Import) Regulations, 2017. Consignments must enter only through designated food-import entry points under General Note 4(D) of Schedule I of the ITC (HS) 2022, with Central Board of Indirect Taxes and Customs (CBIC) customs overlay applying at the bill-of-entry stage.
- Import Licence from FSSAI
- Specimen copy of label from FSSAI
- ITC (HS) entry-point declaration to CBIC
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain a valid FSSAI Import Licence (document code 911001) and upload it in e-Sanchit before filing the bill of entry. Confirm the foreign manufacturing facility is in compliance with FSSAI registration requirements; the customs proper officer will verify the upload and withhold out-of-charge until both the Import Licence and the Specimen Copy of Label (document code 0110FS) are present in e-Sanchit.FSSAI Import Licence document code 911001 · Specimen Copy of Label document code 0110FS · CBIC Instruction 10/2022-Customs dated 28-06-2022
- 2Route the consignment through a designated food-import entry point as required under General Note 4(D) of Schedule I of the ITC (HS) 2022. Arrival at a non-designated port renders the consignment liable to detention pending re-routing.General Note 4(D) of Schedule I of the ITC (HS) 2022 · CBIC Instruction 05/2023-Cus dated 08-02-2023
- 3Verify label compliance with FSS (Labelling and Display) Regulations, 2020 before shipment. Specified labelling deficiencies — including per-serve percentage contribution to recommended dietary allowance and date-of-expiry information — may be rectified at the customs bonded warehouse by affixing a single non-detachable sticker next to the principal display panel, without altering the original label, per the FSSAI rectifiable-labelling dispensation.CBIC Instruction 10/2022-Customs dated 28-06-2022 · FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023
The most common error on this tariff line is shipping with a label that omits per-serve recommended dietary allowance percentages or best-before/expiry date information and assuming port-of-entry rectification is a guaranteed right. The rectifiable-labelling dispensation is available only when the corrected information is supplied by the manufacturer itself and verified by the authorised FSSAI officer — a sticker applied unilaterally by the importer or freight forwarder without manufacturer backing will not satisfy this condition and the consignment will face re-inspection or detention.
