Tea aroma
Tea aroma, extracts and concentrates of tea or mate
HSN 2101 20 30 (Tea aroma) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence under the Food Safety and Standards Act, 2006, with mandatory e-Sanchit upload of the licence and specimen label before customs out-of-charge. Import entry points are governed by General Note 4(D) of Schedule I of the ITC (HS) 2022, administered by the Directorate General of Foreign Trade (DGFT), and Central Board of Indirect Taxes and Customs (CBIC) labelling-rectification instructions apply at the port.
- Import Licence from FSSAI
- Specimen copy of label from FSSAI
- Designated entry-point declaration to CBIC
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain an FSSAI Import Licence (document code 911001) and upload it in e-Sanchit before filing the bill of entry. The proper officer will verify the upload before granting out-of-charge; consignments arriving without the licence uploaded are detained at port.FSSAI Import Licence document code 911001 · CBIC Instruction 09/2023-Cus dated 07-03-2023
- 2Upload a specimen copy of the label (document code 0110FS) in e-Sanchit alongside the Import Licence. Labels must comply with the FSS (Labelling and Display) Regulations, 2020; permitted rectification of specified labelling deficiencies — including per-serve RDA contribution and expiry-date format — may be carried out at customs bonded warehouses before inspection, by affixing a single non-detachable sticker without altering the original label.CBIC Instruction 10/2022-Cus dated 28-06-2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023 · FSSAI order dated 18-11-2022 under F.No.Import/TFM/Apex/2022-FSSAI · FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022
- 3Route the consignment through a designated food-import entry point as required under General Note 4(D) of Schedule I of the ITC (HS) 2022. Import through a non-designated port renders the consignment in breach of DGFT policy, exposing the importer to detention and re-export.General Note 4(D) of Schedule I of the ITC (HS) 2022
The most common error on this tariff line is treating the FSSAI Import Licence upload as the sole pre-clearance obligation and overlooking the specimen label upload in e-Sanchit as a separate mandatory document. Both document codes — 911001 and 0110FS — must be independently uploaded and verifiable by the proper officer before out-of-charge is granted; a missing label upload stalls clearance even when the licence is current and validly uploaded.
