HSN 1805 00 00 (Cocoa powder, not containing added sugar or other sweetening matter) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and label-compliance requirements under the Food Safety and Standards Act, 2006. Consignments must enter through designated food-import ports under General Note 4(D) of Schedule I of the ITC (HS) 2022, administered by the Directorate General of Foreign Trade (DGFT) and Central Board of Indirect Taxes and Customs (CBIC). Bangladesh-origin imports are additionally subject to port restrictions introduced under DGFT Notification 7/2025-26 dated 17-05-2025.

The most common error on this tariff line is treating a valid FSSAI Import Licence as full clearance and overlooking the label-compliance verification step at the port. An FSSAI-licensed consignment whose label omits the per-serve dietary allowance contribution or bears only a best-before date without an expiry date will be held for rectification — and the rectification window applies only to the defined categories of deficiency, not to a wholesale non-compliant label. Confirm the label is FSS (Labelling and Display) Regulations, 2020-compliant before shipment to avoid detention and demurrage at the designated entry point.
