Insulin syrup
Insulin syrup, high-fructose sugar syrup blends
HSN 1702 90 50 (Insulin syrup) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and labelling compliance under the Food Safety and Standards Act, 2006, including the FSS (Import) Regulations, 2017 and FSS (Labelling and Display) Regulations, 2020. Import entry is restricted to designated food-import ports under General Note 4(D) of Schedule I of the ITC (HS) 2022, administered by the Directorate General of Foreign Trade (DGFT), with Central Board of Indirect Taxes and Customs (CBIC) customs oversight at the bill of entry.
- Import Licence from FSSAI
- Specimen copy of label from FSSAI
- ITC (HS) entry-point declaration to CBIC
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain the FSSAI Import Licence and ensure it is uploaded in e-Sanchit under document code 911001 before filing the bill of entry. A specimen copy of the product label (document code 0110FS) must also be uploaded; the proper officer verifies both documents before granting out-of-charge.FSSAI Import Licence document code 911001 · Specimen label document code 0110FS · CBIC Instruction 10/2022-Cus dated 28-06-2022
- 2Route the consignment exclusively through a designated food-import entry point notified under General Note 4(D) of Schedule I of the ITC (HS) 2022. Arrival at a non-designated port renders the consignment liable to detention pending re-routing or re-export.General Note 4(D) of Schedule I of ITC (HS) 2022 · CBIC Instruction 05/2023-Cus dated 08-02-2023
- 3Ensure product labelling complies with the FSS (Labelling and Display) Regulations, 2020 prior to dispatch. Where permissible labelling deficiencies exist — including per-serve percentage contribution to recommended dietary allowance and best-before date — rectification must be carried out at a customs bonded warehouse by affixing a single non-detachable sticker adjacent to the principal display panel, verified by the authorised FSSAI officer, before visual inspection.CBIC Instruction 09/2023-Cus dated 07-03-2023 · CBIC Instruction 10/2022-Cus dated 28-06-2022 · FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022 · FSSAI order dated 18-11-2022 under F.No.Import/TFM/Apex/2022-FSSAI
The most common error on this tariff line is treating a label deficiency as a minor administrative matter correctable at any stage — in fact, the rectifiable-labelling dispensation is limited to a defined list of elements under Regulation 6 of the FSS (Import) Regulations, 2017 and the FSSAI orders of 22-05-2018 and 14-01-2019, and rectification must occur at the bonded warehouse before FSSAI inspection, not after. A label deficiency outside the permitted list, or one corrected after the authorised officer's inspection, cannot be regularised and will trigger consignment rejection or re-export. Confirming full FSS (Labelling and Display) Regulations, 2020 compliance before shipment is the only reliable approach.
