Glucose, solid
Solid glucose and glucose syrup without fructose
HSN 1702 30 20 (Glucose, solid) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence requirements under the Food Safety and Standards Act, 2006, with mandatory e-Sanchit upload of the licence and specimen label copy before customs out-of-charge. Import entry points are governed by General Note 4(D) of Schedule I of the ITC (HS) 2022, administered by the Directorate General of Foreign Trade (DGFT), restricting clearance to designated food-import ports.
- Import Licence from FSSAI
- Specimen copy of label from FSSAI
- Food import entry-point declaration to CBIC
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain an FSSAI Import Licence (document code 911001) and upload it in e-Sanchit before filing the bill of entry. The Proper Officer will verify that both the Import Licence and the Specimen Copy of Label (document code 0110FS) have been uploaded before granting out-of-charge.FSSAI Import Licence · document codes 911001 and 0110FS · CCR PGA-facilitated bills verification requirement
- 2Route the consignment through a designated food-import entry point in compliance with General Note 4(D) of Schedule I of the ITC (HS) 2022. Arrival at a non-designated port renders the consignment liable to detention pending re-routing or confiscation.General Note 4(D) of Schedule I of the ITC (HS) 2022
- 3Ensure labelling complies with the FSS (Labelling and Display) Regulations, 2020. Rectifiable labelling deficiencies — including per-serve percentage contribution to recommended dietary allowance and date of expiry alongside best-before date — may be corrected at the customs bonded warehouse by affixing a single non-detachable sticker on the principal display panel before the authorised officer's inspection, provided corrections are made by or on behalf of the manufacturer.CBIC Instruction 10/2022-Customs dated 28-06-2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023 · FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022 · FSSAI clarification order dated 18-11-2022
The most frequent error on this tariff line is arriving at a non-designated port in the belief that the FSSAI Import Licence alone satisfies the entry requirements. The General Note 4(D) port restriction operates independently of the FSSAI licence: a consignment held at an undesignated port cannot be given out-of-charge regardless of licence currency, and demurrage and ground rent accumulate during any re-routing. Confirm the designated entry-point list before vessel departure.
