HSN 1702 19 10 (Other sugars in solid form) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence requirements under the Food Safety and Standards Act, 2006, with mandatory e-Sanchit document upload before customs out-of-charge. The Directorate General of Foreign Trade (DGFT) and Central Board of Indirect Taxes and Customs (CBIC) apply additional policy overlays, including designated food-import entry-point restrictions under General Note 4(D) of Schedule I of the ITC (HS) 2022.
- Import Licence from FSSAI
- Specimen copy of label from FSSAI
- Food entry-point declaration to CBIC
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain the FSSAI Import Licence (document code 911001) and ensure it is uploaded in e-Sanchit before filing the bill of entry. The Proper Officer will verify that both the FSSAI Import Licence and the Specimen Copy of Label (document code 0110FS) have been uploaded before granting out-of-charge.FSSAI Import Licence · document codes 911001 and 0110FS · CBIC Instruction 09/2023-Cus dated 07-03-2023
- 2Route the consignment only through a designated food-import entry point in compliance with General Note 4(D) of Schedule I of the ITC (HS) 2022. Ensure labelling conforms to FSS (Labelling and Display) Regulations, 2020; rectifiable labelling deficiencies may be corrected at customs bonded warehouses before inspection by affixing a single non-detachable sticker, per the FSSAI-CBIC rectifiable-labelling dispensation.General Note 4(D) of Schedule I of ITC (HS) 2022 · CBIC Instruction 10/2022-Cus dated 28-06-2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023 · FSSAI clarification order dated 18-11-2022
The rectifiable-labelling dispensation under CBIC Instruction 09/2023-Cus is frequently misread as a blanket right to relabel at the port; it is narrow and conditional. Only specific deficiencies listed in FSS (Labelling and Display) Regulations, 2020 — notably per-serve dietary contribution and expiry-date overlay — qualify, and correction must be carried out by affixing a single non-detachable sticker next to the principal display panel without altering the original label. A missing or invalid FSSAI Import Licence is not a rectifiable deficiency and will result in detention of the consignment.
