HSN 1701 13 90 (cane sugar specified in Sub-heading Note 2 to Chapter 17, residual category) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence requirement under the Food Safety and Standards Act, 2006, with mandatory e-Sanchit document upload before out-of-charge. All import contracts under ITC (HS) code 1701 must additionally be registered with the Agricultural and Processed Food Products Export Development Authority (APEDA), and consignments must enter only through designated food-import ports under General Note 4(D) of Schedule I of the ITC (HS) 2022.

The most common error on this tariff line is overlooking the APEDA import-contract registration as a pre-shipment obligation distinct from the FSSAI Import Licence.
