Extracts and juices of meat, fish or aquatic invertebrates
HSN 1603 00 90 (extracts and juices of meat, fish or crustaceans, molluscs or other aquatic invertebrates) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and mandatory foreign-manufacturer registration under the Food Safety and Standards Act, 2006. Animal Quarantine and Certification Services (AQCS) Sanitary Import Permit clearance applies concurrently, and consignments are permitted only through 79 designated food-import ports effective 1 March 2023.

- 2Obtain the AQCS Sanitary Import Permit (document code 911DF1), a Veterinary Health Certificate issued by the competent authority of the exporting country (document code 853AQ1), and a laboratory report or Certificate of Analysis (document code 001AQ1). The most common error on this tariff line is treating the FSSAI Import Licence as the sole clearance requirement and neglecting the three distinct AQCS document codes — 853AQ1 (Veterinary Health Certificate), 001AQ1 (lab report/COA), and 911DF1 (Sanitary Import Permit) — each tied to separate Annexure A slots in CBIC Circular 24/2022-Cus. A consignment arriving at the designated port with even one of these codes absent from e-Sanchit will be detained pending PGA routing, accruing demurrage and ground rent while the NOC is unresolved.
