    Confirm that the foreign manufacturing facility is registered with the Food Safety and Standards Authority of India under the high-risk-food mandatory-registration regime covering Meat and Meat Products. The FSSAI Import Licence (document code 911001) and a Specimen Copy of Label (document code 0110FS) must both be uploaded in e-Sanchit before the bill of entry is filed.

    Obtain the AQCS Sanitary Import Permit (document code 911DF1) and upload the Veterinary Health Certificate issued by the exporting country (document code 853AQ1) and the laboratory report or Certificate of Analysis (document code 001AQ1) in e-Sanchit. Quote the e-Sanchit IRN of the Sanitary Import Permit on the bill of entry to obtain the AQCS NOC for CTIs listed in Annexure A of CBIC Circular 24/2022-Cus.

    Route the consignment exclusively through one of the 79 designated food-import ports per General Note 4(D) of Schedule I of the ITC (HS) 2022. Verify that any labelling deficiency falls within the FSSAI rectifiable-labelling regime; absent or structurally non-compliant labels are not rectifiable and will cause out-of-charge denial.

A word of counsel

The most common error on this tariff line is uploading the FSSAI Import Licence and assuming it discharges AQCS obligations. The Veterinary Health Certificate (853AQ1) and the Certificate of Analysis (001AQ1) are separate AQCS requirements that must be uploaded independently; a bill of entry that carries a valid FSSAI licence but is missing either AQCS document will be detained at the designated port, attracting demurrage and ground rent until the IRN for the Sanitary Import Permit (911DF1) is in e-Sanchit and the AQCS NOC is obtained.
