Compliance steps
  1. 1
Confirm the foreign manufacturing facility is registered with the Food Safety and Standards Authority of India under the high-risk food regime for meat and poultry products. The FSSAI Import Licence (document code 911001) and the specimen copy of label (document code 0110FS) must both be uploaded in e-Sanchit before the bill of entry is filed.
CBIC Instruction 30/2022-Cus dated 14-11-2022 · FSSAI order dated 10-10-2022
  2. 2
Upload the veterinary health certificate issued by the exporting country (document code 853AQ1) and the laboratory report or Certificate of Analysis (document code 001AQ1) in e-Sanchit. Quote the e-Sanchit IRN of the AQCS Sanitary Import Permit (document code 911DF1) on the bill of entry to obtain the AQCS NOC, and upload the Health Certificate (document code 6360AQ) before out-of-charge.
    CBIC Circular 24/2022-Cus dated 28-11-2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023 · FSSAI order dated 18-11-2022 under F.No.Import/TFM/Apex/2022-FSSAI
  3. 3
Route the consignment only through one of the 79 designated food-import ports notified under General Note 4(D) of Schedule I of the ITC (HS) 2022. Confirm compliance with the FSSAI rectifiable-labelling regime under CBIC Instruction 10/2022-Customs dated 28-06-2022 before out-of-charge.
    CBIC Instruction 05/2023-Cus dated 08-02-2023 · CBIC Instruction 10/2022-Customs dated 28-06-2022 · FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022
A word of counsel

The most common error on this tariff line is treating FSSAI clearance as the sole gate and omitting one or more of the three distinct AQCS document codes — the veterinary health certificate (853AQ1), the Certificate of Analysis (001AQ1), and the Sanitary Import Permit IRN (911DF1) — each of which maps to a separate Annexure A entry under CBIC Circular 24/2022-Cus. A missing IRN quote on the bill of entry blocks the AQCS NOC and results in consignment detention at the designated port; the rectifiable-labelling concession under FSSAI order dated 18-11-2022 does not extend to absent PGA clearances.
