HSN 1602 31 00 (Of turkeys) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and mandatory foreign-manufacturer registration under the Food Safety and Standards Act, 2006, as a high-risk meat-and-poultry product. Animal Quarantine and Certification Services (AQCS) Sanitary Import Permit and veterinary health certificate clearances apply concurrently, and consignments are permitted only through 79 designated food-import ports with effect from 1 March 2023.

- 2Upload the veterinary health certificate issued by the exporting country (document code 853AQ1) and the laboratory report or Certificate of Analysis (document code 001AQ1) in e-Sanchit. The most common error on this tariff line is treating FSSAI clearance as the sole gate and omitting one or more of the three distinct AQCS document codes — the veterinary health certificate (853AQ1), the Certificate of Analysis (001AQ1), and the Sanitary Import Permit IRN (911DF1) — each of which maps to a separate Annexure A entry under CBIC Circular 24/2022-Cus. A missing IRN quote on the bill of entry blocks the AQCS NOC and results in consignment detention at the designated port; the rectifiable-labelling concession under FSSAI order dated 18-11-2022 does not extend to absent PGA clearances.
