Compliance steps
  1. 1
Confirm that the foreign manufacturing facility is registered with the Food Safety and Standards Authority of India under the mandatory high-risk-food regime covering Meat and Meat Products. Upload the FSSAI Import Licence (document code 911001) and the Specimen Copy of Label (document code 0110FS) in e-Sanchit before filing the bill of entry.
CBIC Instruction 30/2022-Cus dated 14-11-2022 · FSSAI order dated 10-10-2022
  2. 2
Obtain the AQCS Sanitary Import Permit (document code 911DF1) and upload the Veterinary Health Certificate issued by the exporting country (document code 853AQ1) and the Laboratory Report or Certificate of Analysis (document code 001AQ1) in e-Sanchit. Quote the e-Sanchit IRN of the Sanitary Import Permit on the bill of entry to obtain the AQCS NOC.

  3. 3
Route the consignment exclusively through one of the 79 designated food-import ports notified under General Note 4(D) of Schedule I of the ITC (HS) 2022. Any labelling defects must be addressed under the rectifiable-labelling regime before out-of-charge; missing PGA clearances are not rectifiable at port.
    CBIC Instruction 05/2023-Cus dated 08-02-2023 · CBIC Instruction 10/2022-Cus dated 28-06-2022 · FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022
A word of counsel

The most common error on this tariff line is assuming that a current FSSAI Import Licence alone secures out-of-charge. Sausages and similar meat preparations require three independent AQCS document uploads — the Sanitary Import Permit (911DF1), the Veterinary Health Certificate (853AQ1) and the Laboratory Report or Certificate of Analysis (001AQ1) — each sourced and uploaded separately; a consignment with even one missing code is detained at the designated port, accruing demurrage and ground rent until the deficiency is remedied, which cannot be done remotely if the underlying certificate was never issued.

Four codes are mandatory: FSSAI Import Licence (911001), Specimen Copy of Label (0110FS), AQCS Sanitary Import Permit (911DF1), and the Health Certificate (6360AQ); additionally, the Veterinary Health Certificate (853AQ1) and Laboratory Report or Certificate of Analysis (001AQ1) are required under CBIC Circular 24/2022-Cus for this CTI.

Yes. Per CBIC Instruction 30/2022-Cus and the FSSAI order dated 10 October 2022, every foreign facility manufacturing Meat and Meat Products must be registered with FSSAI before export to India, regardless of the exporter's history; consignments from unregistered facilities are not permitted entry.
