Partly or wholly hydrogenated vegetable fats and oils
HSN 1516 20 39 (Other hydrogenated or inter-esterified vegetable fats and oils) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and product-labelling requirements under the Food Safety and Standards Act, 2006. Consignments must enter only through designated food-import ports under General Note 4(D) of Schedule I of the ITC (HS) 2022, with Central Board of Indirect Taxes and Customs (CBIC) instruction-level oversight at the bill of entry.

The most common error on this tariff line is uploading the FSSAI Import Licence alone and omitting either the Certificate of Analysis (0010FS) or the Specimen Copy of Label (0110FS). Customs systems flag PGA-facilitated bills where any of the three mandatory document codes is absent, and out-of-charge is withheld until all three are present in e-Sanchit — demurrage accrues from the date of arrival, not from the date the deficiency is discovered.
