HSN 1515 90 30 covers fixed vegetable oils — cardamom oil, chillies or capsicum oil, turmeric oil, ajwain seed oil, niger seed oil, and garlic oil — and is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence requirements under the Food Safety and Standards Act, 2006. Consignments must also comply with designated food-import entry-point restrictions under General Note 4(D) of Schedule I of the ITC (HS) 2022, administered by the Directorate General of Foreign Trade (DGFT).

The most common error on this tariff line is treating label deficiencies as automatically rectifiable and therefore non-critical. The FSS (Import) Regulations, 2017 and the FSSAI orders of 22-05-2018 and 14-01-2019 define a closed list of permissible label rectifications; any deficiency outside that list — including missing mandatory declarations specific to edible oils — cannot be cured at the port and will result in consignment rejection or re-export, irrespective of whether the FSSAI Import Licence is valid.
