Compliance steps
  1. 1
Obtain an FSSAI Import Licence before the consignment arrives at the Indian port of entry and upload it in e-Sanchit under document code 911001. The proper officer will verify this upload before granting out-of-charge; a missing or expired licence results in consignment detention.
FSSAI Import Licence document code 911001 · CBIC Instruction 09/2023-Cus dated 07-03-2023
  2. 2
Upload a Certificate of Analysis (document code 0010FS) and a Specimen Copy of Label (document code 0110FS) in e-Sanchit at the bill of entry stage. Labels must conform to the FSS (Labelling and Display) Regulations, 2020; permissible rectifications — including per-serve RDA contribution and expiry date additions — may be carried out at customs bonded warehouses before inspection, by affixing a single non-detachable sticker without altering the original label.

  3. 3
Route the consignment through a designated food-import entry point in compliance with General Note 4(D) of Schedule I of the ITC (HS) 2022. Arrival at a non-designated port renders the consignment liable to detention regardless of the currency of the FSSAI Import Licence.

A word of counsel

The most common error on this tariff line is treating label deficiencies as automatically rectifiable and therefore non-critical. The FSS (Import) Regulations, 2017 and the FSSAI orders of 22-05-2018 and 14-01-2019 define a closed list of permissible label rectifications; any deficiency outside that list — including missing mandatory declarations specific to edible oils — cannot be cured at the port and will result in consignment rejection or re-export, irrespective of whether the FSSAI Import Licence is valid.
