Edible grade
Edible grade sesame oil and its fractions
HSN 1515 50 91 (Edible grade sesame oil) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and food-safety clearance under the Food Safety and Standards Act, 2006, including mandatory e-Sanchit document verification before out-of-charge. Consignments must enter only through designated food-import entry points under General Note 4(D) of Schedule I of the ITC (HS) 2022, with Central Board of Indirect Taxes and Customs (CBIC) rectifiable-labelling provisions applying at the port.
- Import Licence from FSSAI
- Certificate of Analysis from FSSAI
- Specimen copy of label from FSSAI
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain the FSSAI Import Licence (document code 911001) before shipment and upload it in e-Sanchit at the bill of entry stage. The proper officer will verify this document — along with the Certificate of Analysis for food and supplements (document code 0010FS) and the Specimen Copy of Label (document code 0110FS) — before granting out-of-charge.FSSAI Import Licence (911001) · Certificate of Analysis (0010FS) · Specimen Copy of Label (0110FS) · CBIC Instruction 10/2022-Cus dated 28-06-2022
- 2Route the consignment through a designated food-import entry point as mandated under General Note 4(D) of Schedule I of the ITC (HS) 2022. Diversion to a non-designated port renders the consignment liable to detention and may trigger re-export or confiscation under FSSAI import enforcement.General Note 4(D) of Schedule I, ITC (HS) 2022 · CBIC Instruction 05/2023-Cus dated 08-02-2023
- 3Ensure label compliance with the FSS (Labelling and Display) Regulations, 2020 before shipment. Where permissible labelling deficiencies exist — such as per-serve percentage contribution to recommended dietary allowance or expiry date alongside best-before date — rectification must be carried out at a customs-bonded warehouse by affixing a single non-detachable sticker next to the principal display panel, without altering original label information.CBIC Instruction 10/2022-Cus dated 28-06-2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023 · FSSAI order dated 18-11-2022 under F.No.Import/TFM/Apex/2022-FSSAI
The most common error on this tariff line is treating the FSSAI Import Licence upload as the sole e-Sanchit obligation and overlooking the concurrent requirement to upload both the Certificate of Analysis (0010FS) and the Specimen Copy of Label (0110FS). Customs out-of-charge is withheld until all three document codes are present and verified; a missing Certificate of Analysis — even when the licence is current and the labelling is compliant — is sufficient grounds for detention and accrual of demurrage and ground rent at the designated port.
