Edible grade
Edible grade castor oil and its fractions
HSN 1515 30 10 (Edible grade castor oil) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and food-safety clearance under the Food Safety and Standards Act, 2006, including compliance with FSS (Import) Regulations, 2017 and FSS (Labelling and Display) Regulations, 2020. Import is permitted only through designated food-import entry points under General Note 4(D) of Schedule I of the ITC (HS) 2022, with Central Board of Indirect Taxes and Customs (CBIC) customs overlay applicable at the bill-of-entry stage.
- Import Licence from FSSAI
- Certificate of Analysis from FSSAI
- Specimen copy of label from FSSAI
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain a current FSSAI Import Licence and ensure it is uploaded in e-Sanchit under document code 911001 before filing the bill of entry. The Certificate of Analysis for food and supplements (document code 0010FS) and the Specimen Copy of Label (document code 0110FS) must also be uploaded in e-Sanchit prior to out-of-charge.CBIC Instruction 09/2023-Cus dated 07-03-2023 · FSSAI order dated 18-11-2022 under F.No.Import/TFM/Apex/2022-FSSAI
- 2Route the consignment only through a designated food-import entry point in compliance with General Note 4(D) of Schedule I of the ITC (HS) 2022. Consignments arriving at non-designated ports are subject to detention and re-export.General Note 4(D) of Schedule I of the ITC (HS) 2022 · CBIC Instruction 05/2023-Cus dated 08-02-2023
- 3Verify label compliance against FSS (Labelling and Display) Regulations, 2020 before shipment. Rectifiable labelling deficiencies — including per-serve dietary-allowance percentages and dual expiry/best-before dates — may be corrected at customs bonded warehouses by affixing a single non-detachable sticker adjacent to the principal display panel, without altering the original label, under the dispensation confirmed in CBIC Instruction 10/2022-Cus.CBIC Instruction 10/2022-Cus dated 28-06-2022 · FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022 · FSSAI clarification order dated 18-11-2022
The most common error on this tariff line is assuming that a valid FSSAI Import Licence is the only clearance required and neglecting to upload the Certificate of Analysis (0010FS) and Specimen Copy of Label (0110FS) in e-Sanchit before the bill of entry is presented. Customs proper officers are explicitly instructed to verify all three documents before granting out-of-charge, and a missing document code — even when the FSSAI licence itself is current — results in consignment detention, accruing demurrage and ground rent until the deficiency is remedied.
