Edible grade fixed vegetable or microbial fats and oils
HSN 1515 29 10 (Edible grade fixed vegetable or microbial fats and oils) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and label-compliance requirements under the Food Safety and Standards Act, 2006 and the FSS (Import) Regulations, 2017. Import entry is restricted to designated food-import ports under General Note 4(D) of Schedule I of the ITC (HS) 2022, with the Directorate General of Foreign Trade (DGFT) and Central Board of Indirect Taxes and Customs (CBIC) applying policy-level overlays at the bill-of-entry stage.

The most common error on this tariff line is treating label rectification as an unlimited post-arrival remedy. The FSS (Labelling and Display) Regulations, 2020 rectification dispensation applies only to the specific deficiencies enumerated in CBIC Instruction 10/2022-Customs and the FSSAI order dated 18-11-2022; a label deficiency outside that enumerated list is not rectifiable and will result in consignment detention or re-export. Importers should obtain a pre-shipment label review against the 2020 Regulations to avoid ground rent and demurrage accumulating during a contested detention.
