Refined rapeseed oil, edible grade
HSN 1514 99 30 (Refined rapeseed oil of edible grade) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and mandatory GM-free certification under the Food Safety and Standards Act, 2006. Plant Protection, Quarantine and Storage (PPQS) phytosanitary clearance applies as a concurrent overlay, and consignments must enter only through designated food-import ports under General Note 4(D) of Schedule I of the ITC (HS) 2022.
- Import Licence from FSSAI
- Certificate of Analysis from FSSAI
- Sanitary or Phytosanitary Certificate from PPQS
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain the FSSAI Import Licence (document code 911001) and ensure the Certificate of Analysis for food and supplement (document code 0010FS) and the Specimen Copy of Label (document code 0010FS) are uploaded in e-Sanchit before filing the bill of entry. The proper officer will verify these uploads before granting out-of-charge.FSSAI Import Licence document code 911001 · Certificate of Analysis and Label Specimen code 0010FS · CBIC Instruction 10/2022-Customs dated 28-06-2022
- 2Attach a Non-GM Origin cum GM-Free Certificate to every consignment dispatched from the exporting country on or after 1 March 2021. A GM-free attestation on the Phytosanitary or Health Certificate is accepted provided it contains all information and declarations in the format issued under FSSAI order dated 21-08-2021.FSSAI order F.N. 1-1764/FSSAI/Imports/2018(Part1) dated 03-12-2020 · FSSAI order dated 21-08-2021
- 3Route the consignment through a designated food-import entry point in compliance with General Note 4(D) of Schedule I of the ITC (HS) 2022. Labelling deficiencies permissible for rectification under FSS (Labelling and Display) Regulations, 2020 — including per-serve RDA percentages and best-before dates — must be corrected by affixing a single non-detachable sticker at a customs bonded warehouse before visual inspection by the authorised officer.CBIC Instruction 09/2023-Cus dated 07-03-2023 · CBIC Instruction 10/2022-Customs dated 28-06-2022 · FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022
The most common error on this tariff line is presenting a GM-free attestation that omits one or more of the mandatory declarations specified in the FSSAI order dated 21-08-2021 — customs will not treat a generic non-GMO statement on a commercial invoice as a compliant certificate. The GM-free declaration must appear on the Phytosanitary or Health Certificate itself, or as a standalone certificate, and must cover both origin and GM-free status for the specific consignment; a certificate that pre-dates the dispatch date or covers a different lot triggers detention and re-examination at the port.
